I tried doing the first suggestion, of disabling all non-microsoft services but it didn't fix it.
I used an XP CD to do a repair, and it seems to have fixed it!

I applied all windows updates, and now it's doing it again!
I'm gonna have to go through each one and find out which is causing problems :(

Problem solved, for real this time.
Bloody KIS
Kaspersky released an update, and it causes problems. Solution is to disable "proactive defense"
I only tried disabling the Antivirus part of KIS before. I should have probably tried disabling every part of it :Oops:
This answer is a bit late, but I had the exact same problem.
The problem started immediately after I applied all Microsoft Updates.
I disabled the Intel Matrix Storage Event Monitor and the problem disappeared completely.
It was listed in this guy's programs too. IAANTMon.exe
You can disable it in Services.
