    Possibly stretching the issue here, but are you able to move your brother's PC to your room, so you can test the homeplug in the same socket? it's all about ruling out as much as possible.
    tested different sockets using long ethernet cable and seems to make no difference on my pc still being crap on bros fine.

    Software i basically installed Antivir, Comodo, Spy Sweeper, Firefox then added to it with more programs i need for everyday use.

    Will try booting a linux distro as well as lan card will ask a mate.

    What sort of responses were you getting from ping -t?

    do i just type that into cmd? as i tried that and it was not working

    you need to put the address of your router in - for example

    ping 192.168.1.1 -t

    That will start a continuous ping to 192.168.1.1. After running it for a few mins press ctrl+c to cancel, then see if what your average response is, along with any packet loss.
