Unhappy Slow Gaming Speeds When it shouldnt be????

Specs - Asus Crosshair Mobo, AMD Athlon 6400 X2 Black edition CPU, 4gb OCZ Reaper X memory, XFX 8800 Ultra Gfx card, Corsair 650W modular PSU, Seagate Baracuda 250GB HDD. XP Pro ( DUE TO Fresh install) need to find vista.

All these specs have recently been added, minus the PSU

Can someone please explain to me, why im not getting the frame rates i want to see in games, and in benchmarks when clearely my pc isnt exactly a joke. I look on you tube and your getting people running crysis etc COD 4 on high etc smoothe as anything with lower end cards and lower end cpu's with less memory.
Ive got the latest nvidia drivers. latest Direct x.
Crysis just crashes when it loads up, takes ages for it to even load up, then has the kindness to crash when it evetually does.
My first point was maybe the PSU was failing, so i went into the bios to check the voltages and they seem to be all fine, my mate said it could be the drivers... so checked and got the latest ones and still to no avail. Its like its wanting to go faster but it wont for some reason
Its got me completely baffled and quite frustrated.... i thought an upgrade would improve everything but it seems to be running the same as a 8800 GTS, which is definetely wrong.

I have a general knowledge in pc's but nothing to the extreme.

    Please Help, Dave.

Download and run this just to check your memory. Memtest86.com - Memory Diagnostic
You'll maybe have to run it with 2 sticks in at a time but leave it running over night if it gets errors its your ram.

One stick then as I'm sure the program will not test the whole 4Gb as your using 32bit OS.
