I'm using my x1650 pro fine with no problems.
Its an Abit I-N73HD motherboard, and I'm using XP with updated bios etc. CPU is a e4500.
I've just built the thing so still have my sig to update...

try clearing your card of dust and make sure its conected properly but it does seem like its blown mate if its not starting with internal onboard gpu switched off this happened to my ATI 9800pro a couple of years back. You cannot install the card and get it working with onboard on pure and simple make sure you have all connectors including pci-e connector if needed.

Try re-installing all of the drivers and if your GPU came with a CD with the drivers check if the CD has any programs on it which will allow you to modify/over-clock your GPU specs and then try to lower the fan speed and check the temperature of the GPU. If this doesn't help i would suggest trying the graphics card on another system (like your friends or something) and if it still doesn't work then you most likely have a damaged GPU.
