Depends! In general terms an application will bot from a CD or external drive
If
the BIOS will support booting from an external drive or CD ROM
and
The CDROM is bootable with a bootimage on it that loads an operating system into memory and runs the application
or
the external drive has an MBR that boots to an operating system that will run from the drive and will run the application.
In the case of the application you refer to, it looks (a quick look) as if it designed to be installed on a working system to operate on files either on that system, or a storage device attached to that system, so the answer is probably no, without a considerable amount of effort.
