BIOS error message - overclocking error

I'm getting this error message during post. "overclocking error" F1 to continue, F2 to reset defaults" I've tried both and the error continues to occur.

I'm also having shutdown problems with Windows XP SP2 newly installed. When I go to shutdown, the standby option is greyed out. I selet "turn off" it takes about 30 seconds to do the housekeeping it then issues an interrupt 19 (reboot?) and goes through a complete restart. The only way to shutdown is to wait until the screen gets no signal and then use the front panel switch to turn off the system.

How can I correct these issues?

    Thanks in advance

try Disabling the “restart on system failure” feature may permit the exact cause to be isolated: Right-click on My Computer, click Properties, click the Advanced tab. Under “Startup & Recovery,” click Settings. Under “System Failure,” uncheck the box in front of “Automatically restart

As for the overclocking error, I think this is probably due to the fact that you are shutting your PC down by using the power button.
