ermm how to change avatar,options and pm people?

I think i'm being stupid as..
but how do you change your avatar, options and pm people on this forum, i tried and it says i'm not allowed..?

Theres a minimum post count needed for certain board features. 15 for PM's and 500 for avatar IIRC..

It's an anti spammer measure. We were getting a lot of randoms who were posting links in their sigs and personal info to some way dodgy sites.
