Dead laptop question

I have a Fujitsu-Seimens V5535 laptop which will not switch on. It will not power up with or without the battery removed. Two questions:

Will all laptops work without the battery installed? (Therefore removing the battery is a simple test to prove the battery is not at fault).

Is there anything I can do to diagnose the problem, aside from the basics of removing HDD, battery & memory?

it will work without the battery, do you get power lights when u plug the charger in ? if not it may be a broken power socket, or power switch board.
