A screenshot of every page of CPUz will give a good start to troubleshooting this.
CPU multiplier drop to 6x to save power, once you fire up Prime95 it will go back to 10x.

There is a print screen button on your keyboard, and you can paste it into Paint and save as a image.

Prime95 is a stress tester. If you CPU/motherboard/ram is unstable it will not pass the test (run for 12-48 hours)

If you could barely run the CPU at 3.11Ghz it is highly unlikely you can even run a game at this speed.

Stable enough to get to windows is not the same as stable for general usage.

Yeh, the 6x is your computer doing a power saving job. CPUz reports in real time(ish), not what is actually set as the max values in the BIOS.

Are you using good RAM, and not pushing this too far?
