You could put in a resistor to lower the voltage. Otherwise no.
2 pin means the fan runs at a fixed speed, which is a function of the voltage. You could splice in a resistor or potentiometer or variable speed fan controller (same thing) to reduce the voltage going to the fan, this would slow it down.

Rivatuner and turn it down? You can set it to run at certain speeds based on your GPU temp.
I am also thinking of using the Accelero S1 from my deceased 8800GT.
Now, I have noticed that the Inno3D GTS 250 , even though it is an OC version, has no RAMsinks.
If I use my Accelero S1, should I use the RAMsinks that come with the Accelero?
And should I use a fan or the Accelero turbo module ?

Not necessarily - on graphics cards the fan controller is usually on the card which works by altering the voltage supplied to the fan which can normally be controlled by software. For ATI cards this can be done in CCC and if NVidia don't supply this feature in their software there is third party software to do it as previously mentioned.

EVGA Precision and NVTune failed to ramp down the fan speed. But temps were beautiful on this GTS 250 - 35C idle!
What if I unplug the fan and have a Thermaltake 12cm fan blowing air towards it or zip it to the card?
Using the Gigabyte MultiCore-cooling passive HD4850 and temps are 75C on idle and goes to 10C on load. Is this acceptable with this?
I would stick with the stock fan; I'm not sure I would be able to angle the fan down the cooler.
10C sounds very good to me! 100C sounds really bad (for a 4850(?)); is that playing games or stressing?
Rivatuner works well for me on fan speeds; I would highly recomend it.
I have decided to keep the INNO3D GTS 250 OC 1GB. I have done a little modding.
I removed the stock fan from the stock cooler.
Cut off one of the fans from the AC S1 Turbo module and slotted it into the cooler.
Connected it to a 3pin>Molex cable and then it's silence!
As per GPU-Z, idle - 40C , load - 55C
