Let it optimise itself, don't mess about with it.
Keep your drivers up to date, allow windows to do its usual caching/defraging etc. use a lightweight anti-virus such as MSE.
Can't say you need to tweak 7 at all. Very happy with the way it handles my system and games.
If anything performance wise it's better than Vista.
I use Vista and my games run fine. However,I am using a Q6600 and a Core i3 2100 so I suspect these should have enough processing power.

I always found HL2 ran like a dog in Vista. Don't know why.
Did you try running under it under DX9??

I had the same issue with, DX10 or DX9. I even tried it out with difference GFX cards, my very old X1800XT I still had kicking about doing sod all.
only problem with vista/windows 7 is hardware sound from directx is disabled. If using a creative sound card use the alchemy tool which restores is with hack of turning it in to openal calls.
Other wise it's generally fine though I found out today that you really must install drivers clean!.
Source engine game are something I've never had problems with on win 7 but strange things can happen to each individuals. It's a really nice all round OS the securtiy essentials is actually pretty good and fine for most people!
You asked about 32 bit but 64 bit gaming will become more relevant as some games uses massive amounts of memory and differences will soon be seen if they aren't already
