    You could also check for shorts in your fan loop that you unplug (check for bare wires etc and make sure the led ribbons around your led fans are not touching the mounting screws).

    It could be a low voltage short that is grounding through your graphics card (it could even be grounding through your monitor via dvi/vga cable).

    Multimeter it is, I am going to do some other checks, and if it is in fact faulty I will just buy a new PSU.

    To send it to the Netherlands costs £34 + VAT. It would be just as cheap to purchase a whole new power supply. TX650v1 I have seen go for mid £40s now because they are replaced by TX650v2.

    Also the cables are covered, no bare wires it seems. I know the wires are exposed at the end of the cables, I will try cover this up, might be the PCI-E cables. And how would I know theres a low voltage short through my GPU? I have got a VGA-DVI cable, not adapter. VGA on one end. I should note I do have that ghost effect on the screen, a smudgy effect which I assume is the cable. I should really get a monitor supporting DVI or HDMI.

    Some obvious signs there is a short that is grounding through the vga cable is you should get some small sparks when unplugging/plugging in the dvi/vga cable and the occasional electric shock (as the case is live)

    The GPU has good contact to the case (the pci bracket screwed to the case) and the dvi/vga cable provides an excellent earth root through the monitor. The PSU should also be grounded internally which provides an alternate root to earth.
    Your 650w PSU should be more than enough to power your system. I have a 1090t and a 6970 and my system only draws 400-500w on load so your system should draw quite a lot less than that.

    I suggested there could be a short somewhere because you said it boots fine when you unplug your fans. Fans don't use much power (a few watts) and they shouldn't really overload your PSU (unless the psu is faulty and not outputting 650w). Thats why I suggested a possibility of a short somewhere in your fan loop. Its easy for cables to become snagged/cut on sharp metal edges in the case. Do you have multiple components connected to this molex that you unplug? See if you can narrow it down to single component that causes it to fail to boot.

    Another thing to try would be to update your motherboard bios. There have been a lot of stability updates for your board.

    Also your FX6100 that your overclocking has a built in GPU doesnt it? Perhaps the GPU failure light was not your 5830 but the GPU in your FX6100? Check your overclocking settings and make sure you havent overclocked this as well .

    And of course the problem could still be your PSU - these are just a few more suggestions to try before forking out any more cash

    No sparks or anything with the VGA/DVI cable, the cable seems fine (and cheap ).

    But as you mentioned cutting the fan cables that may be an issue. I have 3 fans connected to a 6 way fan mount, so you contact a 4-pin molex to, to provide energy (I didn't have enough 3-pin heads on my motherboard). The fan cables are quite tight, and I may have unplugged them at some point a bit too hard. My 4-pin molex is braided, but is quite twisted because my external HDD cage is pushing on it, could the exposed red cables you mentioned be causing it? As it is touching the case, as well as the PCI-E cables. Also all my cables are tucked up under my HDD, so its touching both the case and a 3.5" to 5" HDD cage.

    It may be the cables on the fan or my DVI/VGA as you mentioned.

    I updated the BIOS and no my FX is processing only, no GPU. And I have defaulted it at stock speeds. Also the light does indicate the VGA, the motherboard manual states it could there be a short somewhere on my GPU, such as some cable or metal touching the actual GPU PCB?

    Thanks for everyones help I will try narrow it down, it could simply be a cable or metal touching somewhere I didn't notice, such as a cut cable etc
