New Build allways restarting

Hi guys hope somebody can help just after a new build
built it up and done fresh install of windows 7 all ok until last reboot for final installs but when about to load windows pc just reboots
i tryed differant memory still happens
i changed the gfx card to a spare 4750 and it let me complete the windows install but soon after it just crashed and just started the same thing
i was convinced it was either mobo or ram so sent both back and replaced them with a gigabyte 970a ds3 and Avexir Mpower Yellow series pc3-12800c91600mhz dual channel kit but PC still not wanting to load into windows
never had this kind of problem with a new build before so kind of stuck now

any help be much appreciated

specs are

Asrock 970 extreme 3 now gigabyte 970a ds3
amd fx 6100 cpu
Msi HD7750
8gb Kingston HyperX Blu now Avexir Mpower Yellow series pc3-12800c9 1600mhz
600w corsair gs600 psu
windows 7 home

I doubt this'll help you or be your problem but on the chance it is, i've had a problem like this before. It turns out my pc gets stuck in a boot loop if i have a USB drive plugged in at all or anything plugged into my card reader in the front of my case.

first thing i would do is look at temps of cpu reseat fan .. make sure my dvd/cd reader is working .. are there any scratches on disc ? update the bios .. have you set the bios correctly ?

cpu sits about 38 in bios cd drive seems fine and windows disc is new so no marks tho not tryed to update the bios yet
and have the bios all default tho i tryed changeing the mem voltage a little with no change

hmm could be a number of things ..try upping the cpu voltage .05 yes i know it should be ok but board could be under volting .... and write down cpu,cpu/nb and mem volts plz ..

My lads PC was doing similar, swapped out the PSU and all fine now.

will have to try the psu as a last resort tho this on in it now is new
Flearider the default mem is 1.50 I tried lowering to 1.45 it and upping it to as high as 1.60 (in .05 steps) with no change
also tried 1 stick in all the ports
