    PC not starting

    turn on pc there no screen .mouse our keyboard
    fans are on motherboard cpu l.e.d are on put do not flash also on/off switch is light is on

    taken out components and installer check power with new one still not starting

    does not beep seems not to be ruining /loading windows at all;

    what can it be ?

    I had a Dell computer that did similar what you did, does not show POST or BIOS logo and the CPU fan was spinning constantly. Sounds like either the motherboard, PSU or the CPU has gone. Does the fan on spin at constant high speed and nothing happens?

    Have you disconnected CD drive, hard drive and RAM one at a time to ensure that one of these are not preventing your computer booting. Clear the BIOS by removing the cell battery out for few minutes and put it back it.

    Had simalar problem a few moths back with a friends PC, Turned out to be the PSU.

    Sounds like a plan.
    I'd do the above, but also worth switching the video output to on-board.

    Most similar problems I have seen are a problem with the jumpers, the psu or the graphics card amazingly. Stip it down to the bare essentials, cpu, memory and gpu (if not using on board), unplugging everything else (besides the required jumpers). Plug things one by one in, until you see what causes the problem, however if the bare essentials do not boot it, then it would be worth getting a very cheap psu just to test your current one.

    Just to double-check: Have you completely disconnected the power (from mains), left it for a while, then switched it back on?
    The reason I ask is that in a previous build, my computer wouldn't resume from sleep/hibernation. The fans and lights would come on, but no video output. A complete power off and disconnecting from mains, then powering on would allow a normal boot.

    - When you press the power on button, are you able to get any of the LEDs on your keyboard to light up? Eg, NUM LOCK?
    - If you power on and keep hitting DEL/F2/whatever your BIOS key is, are you able to get any display output?
    - If you turn the system on and leave it on for a minute or two, is your monitor on? Or is it in standby mode?
    - Can you clarify what you've tried thus far?
