When I put my laptop into asleep mode or hibernation; when i wake it back up the CPU starts Spazzing out with irratic usage. has anyone heard of this happening before?

'Spazzing out' in what way? Does any particular process show high CPU usage, also which OS are you using?
My Asus X53E had a problem when I put it to sleep/hibernate where a few minutes after waking up it would grind to a halt and eventually lock up all together. After debugging with process explorer it turned out it was the intel storage driver causing it, after installing the latest version from Intel it was fine. Not sure if this sounds similar to your issue?
using an intel windows desktop gadget to show my CPU state after hibernation or sleep core 1 and 3 decide to alternate between 0% and 100% causing the laptop to become Laggy.
it also prevents normal shutdown (having to force it using the power button).
you could change the minimum power management state of the cpu, depending on version of windows this is in power options in control panel, there will probably be a cpu standby power mode in the bios as well
