HELP ! ! ! Asus Maximus IV Extreme-Z - Power / Boot Issue until Clear CMOS

Hi guys, noobie here. But I been following Hexus on Facebook for a couple years now.
Im an IT Tech/Repairman myself but I've come across this problem which I've never come across.

I have a problem with my Maximus IV mobo. I've done and tried all the basics, even tried updating both BIOS chips (inc emergency method).

    Problem is this.
    1. Press power button, and fans spin briefly then shut off, and carrys on doing this itself (no POST LED light up).
    2. Press CMOS for 2 seconds, then press Power button, it boots up just fine and I can do whatever I like.
    3. As soon as board is powered down, I have to repeat Step 2 again.

I've tried different PSU + RAM + CPU but no luck.
I've even looked for leaking caps, but all "looks" good.
I've even reballed both chipsets + reflowed the iROG Chips.

I hope Im not the only one, and surely there must be a solution to this. It has to be something small because otherwise once the mobo is on it works fine.

    Thanks.

WOW - Looks like nobody here likes helping other to repair good boards.

I have made a video of the problem my mobo is having.

It may be that no-one has experience with that board. It is also a holiday weeken!

Did you change any parameters or settings before the problem occurred?
