    Banner creation tools

I've been asked to create a simple rotating 728x90 banner for a website to help drive traffic in support of a charity, I created one on HTML5Maker which works pretty well but this is going to cost $4.99 a month to host it so I need to find something where I can create the banner, save it as an animated gif, attach a link and then get it hosted on a free image hosting site.

Can anyone recommend some banner creation tools/software to do this? Preferably free and not flash based.

    Thanks.

Bit tongue in cheek but ... https://www.google.co.uk/search?q=gif+creator ?

You shouldn't need to use HTML5. A plain old GIF file supports basic frame-by-frame animations fine, unless you're doing something complex. "The Gimp" (opensource, so free), has a tutorial on making animated GIFs - http://www.gimp.org/tutorials/Simple_Animations/

To make it clickable, you will need HTML though. At a basic level :-

    <a href="http://hexus.net/"><img src="http://some.server.com/my-image.gif" alt="A description for accessibility"></a>
