HDD Formatting to Boot (Unusual HW setup)

Just wondering if anyone has seen a util which could do the following.....

I have a PC which has no FDD or CD connected. I have the hard drive for it installed in a USB external caddy on my other machine.

Now... is there a way to format the drive in Windows 2000 as a booting DOS drive and copy the OS install files onto it so I can setup the other PC ?

PS : Really doing this because I am too lazy to put FDD or CD into other machine but it does produce an interesting challenge :)
