I had this problem as well. In the settings of your browser turn off smooth scrolling (advanced section in IE). Mine went away after that.
You must be scrolling too fast and your mouse cant move fast enough. :P
I think you should really see a doctor!!! :heckle:
Now, seriously, I've heard once about that problem. But I truely don't remember how my friend solved it. I think he finally upgraded his mobo and the problem just vanished. I know It's strange, but it CAN be your mobo.
Now for the serious answer.
Have you tried a different mouse. There could be a problem with the one your using, possibly in the cables or something like that.

A wild stab in the dark here. Assuming you mouse is a PS/2 mouse, When you plug it in does it touch the side of the case. In theory this would create an earth leak which in turn would create interference and it got to come out somewhere.
