A suitable machine, some software (Apache), and a fast internet connection, preferably with a static IP address. A good book on Apache is worth its weight in gold. Look in Waterstones. Oh yes, some authoring software might be useful, Dreamweaver.

I have a suitable machine, at least I hope so: pentium 4 2.6G, 512 MB RAM and a 200GB hard drive. On that machine I have Microsoft Server 2000 Advanced.
Thats about as far as I have got though. I need to set it up so that I can host websites for myself and for others. I have heard that it can a be a bit of a pain when it comes to DNS and everything else that needs to be done. Does anyone know about this?

P.S I agree, Dreamweaver is very good. I use it for all of my sites at the moment. Only MX until i can afford the new version

You only need to worry about DNS if you have a registered domain name - you then need to arrange with whoever registered and hosts the domain name to have the appropriate DNS records to point to your IP address, You can self host, then you need to start thinking about DNS servers and the like.

Your PC is way overkill! If you intend running it 24x7, you will need a UPS, and think about the power use. I run a web server as a photo albuim for friends to look at (so they just go to the IP address. The sever is a linksys nslu2 (a network disk server_ hacked to give access to the OS (http://www.nslu2-linux.org). This is connected to a 60 Gb USB drive. It runs Apache2, and SSH so I can securely remotely administer it. It takesw about 10 watts, and I could, if I wanted to, just run a it off trickle charged recharable batteries for a UPS. It is command line access, and you do need a little Linux knowledge to get it up and running, but it is BRILLIANT! Highly recommended. Youi can do your authoring on the PC, the just upload the files to the relevant directory on the server. And if it does get hacked, since it is only running one application, then not much harm done. (and Apache can be secured quite well anyway - but do get a good book - "Apache - The definitive Guide" (published by Riley) is pretty good.
