I assume you've disconnected the webcam.

In safe mode go to control panel add/remove programmes and uninstall the webcam software.

    Reboot. Keep your fingers crossed.

You may also want to go into safe mode and remove the WebCam driver (if uninstalling the software does not do this..)..

By right clicking my computer > properties > hardware > device manager..

As it may be due to a corrupt driver or conflictions.

Go into safe mode and Start -> Run -> MSConfig. Ensure that there are no webcam related stuff in the startup group. Check the services (or Start -> Run -> Services.msc for the purists!) for any related stuff as well. Then try a restart.

    Good luck...

If the system is booting but is very 'laggy' then it's likely a particular process is hogging the CPU. Press CTRL+ALT+DEL and click the performance tab, if the CPU Usage is hovering around 100% select the Processes tab and organise the processes by cpu usage, once you've identified the process using 100% of your CPU identify it's purpose, the location the process is running from is often a give away but you may need to google it.

After the above, find a way to disable it running at start-up, check for it in msconfig and your user startup folder, you could also search for the process name in the registry.
