appending data to Excel table?

any ideas how to append data using the logic shown in the picture?

done on a weekly basis with massive tables, I need to append new columns onto main table. Problems since new data only has a subset of the horizontal labels, as can be seen, PLUS the labels are multilayered (vertically & horizontally).

pivot tables tend to use only top set of labels, AFAIK, consolidating (eg) 2005 + 2005

regular consolidation doesn't like the multi layers either

am open to using macros too
