    I seem to recall that in at least one city, this has already been done to some extent.
    PHP Code:
    $s = new signature();
    $s->sarcasm()->intellect()->font('Courier New')->display();

    Sounds like a good plan, although you have to be careful of all the crap people put down there that they're not supposed to, like hot fat from fast food places.

    Another thing thats brought to mind, what about mice, rats and other animals (aligators ) that use the pipes - wouldn't they chew through the cables?

    Genius. Although I doubt cable technicians are big fans of it - trawling through solidified fat and nastiness to repar cables. Or companies that profit from repeatedly digging up the same bit of road.
