I think i read somewhere that there will be some exclusive configurations as well. This may well be a way for Dell to dump some old stock into the impulse buy market.
You can get outlet systems without a monitor, in fact they don't come with one unless you purchase it seperately. But yeah, regular Dell systems aren't easy to buy without a screen.

Dead easy, only last year I bought 6 PC's, 4 without monitors and 2 with and even argued them out of most of the shipping costs. This was on a set of Dimension C261's for the office at a silly silly price of £264 per unit!
Business purchase though?
