    And how would this work exaclty?

    They going to ask for a copy of your passport or driving license when you try and enter the website or purchase a game online?

    Nah, it's the same rubbish system that many video game websites use already where you simply type in your d.o.b. I can't see it doing anything. Just because it has 18 plastered on it means nothing. In fact it probably makes it more interesting to those under age.

    Doesnt this age rating system just mean that the game or movie isnt allowed to be sold to a person that is under that age?

    Nothing to do with, your not allowed to play it or watch the film because you are too young. It has an 18 sticker on it so your not allowed to play or watch it.
