Just a correction, Portugal did not "buy" the pcs, they are going to be built in Portugal by a Portuguese company.

Is it cheaper to produce those PCs rather than produce them in third-world countries?
Good question. I have no idea, but I think this is a investment to help develop the industry in Portugal, since this is backed-up by the government.
