Sony didn't "proceed" to use the rumble tech, thats why the original Sixaxis didn't have rumble. Once they got themselves a license they produced the DS3.Sony on the other hand didn't pay up for the license yet proceeded to use to the technology in its revised DualShock 3 pad.
