Although I also hate it, using exploites it not "cheating" becuase it avaliable to everyone by default. This does not mean that it should be used or allowed in anyway, as a CS:S player I hate people who use exploites.

Loads of exploits on Bad Company too. Getting really sick of it. Rapid fire artillery, and being knifed from 50foot away is really annoying.

Drilling someone(even with heavy weapons) and them just shrugging it off seems to be getting more and more common, cant say for sure it's a cheat, but I've noticed it's never happened once when I'm playing against mates who I know wont cheat. I empty a clip into a mate and he drops, guaranteed. Same server 10seconds later put twice as many rounds through someone at half the range and they don't even slow down or try to get to cover, just keep coming.

It's not like I'm a bad shot either. I was in the top thousand for a while, (before I stopped playing so much, because of the above) According to the stats my accuracy was over 50%, 55 average SPM and my form was in single digits constantly. So it's not like I'm a bad player who's just whining. Once again an EA game riddled with exploits

I think CS:S has more cheats and expliots then it does genuine tactics and setups to be honest. After nearly 4 years its still just unplayable at times.
