I read a review of a passive Gigabyte Radeon 4850 recently, and its temps were actually lower than 4850 cards with a fan. They are a little pricier than the fan versions, but if you want silence and play games with a mainstream GPU, then Gigabyte's 4850 and now the 9800GT could be the ones to look out for.

It's good to see companies being more innovative with graphics card cooling instead of sticking with the standard reference fan cooling designs. Nice one Gigabyte.
