Unlike previous Service Packs from MS, you need to have SP1 installed.
This blog post from Kevin Remde explains it I think:

yup. You could quite happily install a vanila Windows 2000 then jump straight to SP6.
Or XP and jump straight to SP3.
But becuase of the changes made in Vista SP1, you need that installed before SP2. If there was to be a SP3, you would just need SP1 on there, you shouldn't need SP2 as well (unless they have made more changes to the update layer, but I don't think they have).
you cant even upgrade to win7 wihtout vista sp1

Vista was a real disappointment. I'm still using XP and I will not be moving to Windows 7.
Windows 7 is looking very good, I grabbed the RC and even though i'm running ancient hardware I cant tell any difference between xp and 7 in terms of speed. Also nice to have free software for a good few months anyway!
