The speaker on that first video's a bit misleading - it's almost like he's saying only a DX11 card will allow you to have lots of AI. If you throw a lot of processing power (of any kind) at a game, you can do more with whatever cycles are left over - provided the game is programmed to take advantage of it (be it multi-core, Physx card etc.). I just hope there's more DX11 stuff than there is DX10.

Does DX11 require DX11 hardware? If it does and I upgrade from DX10 will DX12 be announced the day after purchase?

No, but to use hardware based DirectX11 features does. Ie, you can install DX11 with your DX10 card, and you will see benefits in DX10 games, but if a game needs a DX11 feature then you won't be able to use it.

If it does and I upgrade from DX10 will DX12 be announced the day after purchase?
    Yes.
