It should be luminous orange, and be called Chuck Norris (or ChNOS [it's almost chuck norris...])
or ChNOS Xchill
noone would mess with it then, the orange would make it stand out, and the name would show that inno3d have a sense of humour :D
Hmm...I think they should make it 'chrome' coloured with a single inno3d logo vertically curving around the fan's edge. Think of the light from case LEDs bouncing off that!
It should be called the RefleXion :)
I think they should make it gloss white, with 2 parallel blue stripes running the whole length of the cooler (ala Dodge Viper). And they should call it the "Inno3d MUSCLE CARd" (the lowercase 'd' is important) :)
Even better if they could put in a fake "bonnet scoop" :)
The PCB is Green, so a nice UV luminescent green colour. The pattern like scales like an alligator:

As for name - well the Green Goblin is an obvious choice, but already trademarked. So how about the
9800 GTX Green Shift Edition
Because then if you apply the cooler to an ATi card, you can have the equivalent
4850 Red Shift Edition
Or if it becomes part of a larger black cooler, then Black Shift Edition, etc. All with that alligator skin design, all preferably UV.
Obviously this 'Shift' naming sequence also is referring to the physical effect of how light is seen when it is emitted from a moving source, the source being a fraction of the speed of light itself (i.e. Red Shift/Blue Shift effect). Thus, the card is moving like the SPEED OF LIGHT or some marketing spiel that wraps up nicely with high performance hardware. I know Green Shift, or Black Shift doesn't exist, but it's fun to extrapolate these ideas into new territory.
Why an alligator print? Because I believe it would look great on a graphics card. But you have to get the luminosity of the colours just right for it to work properly.

However use the white/blue combo for the card name - 4D (as in four dimensional).

There are to many shiny red, black and green coolers around already. I would suggest pink with a suitable name (pink power edition :P or something equally cringe worthy) but i suspect it wouldnt sell to most computer geeks. So how about a Shark edition card a vicious animal that hasnt already been taken and you could use a slightly more distinctive matt light blue or gray colour. Of course to look really awesome it would have to have a white or at least blue PCB but a lighter more pastelly colour would give it a much more stand out look and would give people who dont like green red or black a choice of another colour.

The compo is well over due and to be honest look like hexus haven't even bothered to be honest buy the time some one win the card will be antique.
