Humans make decisions based on needs, emotional factors and conscious being; why would IBM want to spends billions creating a machine capable of making decisions which can be fallible?

Because machines can only execute logic, they can't understand it themselves. And you don't need the chemical/emotional components of neurology for cognitive analysis of problems.
