Does this really work?
Also, how effective is reducing road speed on CO2? Surely there are more effective things, which can be done. Putting average speed cameras on roads won't exactly reduce the number of cars? Or am I missing something?

Just makes the back roads all the more appealing - and my carbon dioxide levels will increase again :)

even though I never go over 70 on the Motorway (no joke!) I still hate this kind of thing, there is simply no need for it.

Do the public not get to liek vote or anything :/ seems like a pretty big decision to be made without overall consent.
Those damned variable speed cameras which seem to be on every major motorway are annoying enough without making it even worse!

Well, in the vast majority of cars I'd say driving at 70mph vs. 90mph will result in increased MPG, so also decreased CO2 emissions. I know I saw my best ever MPG in my car on a journey up the M1 because of the massive amount of 50mph average speed cameras.

This just means the back roads are closer in time taken, and you don't get the mind numbing boredom of motorway driving. Really hope this doesn't go through, since slower speeds mean more time spent on the road, so more congestion. Also, I wonder how long they expect it to take for the cost of implementing this to be made back through the fines, if at all. Would be interesting to see if the current average speed cameras are 'in profit', since IMO it's much harder to be caught out by out of those than a static speed camera.

Yep, this was the first thing I thought, only reason I ever take the motorway is that it's quicker. This just means the back roads are closer in time taken, and you don't get the mind numbing boredom of motorway driving. You make it sound like they're going to limit everyone to 10mph on the motorways. Surely slowing 7-8mph to the speed you're supposed to do won't make such an huge difference in time that it will ruin your day?
I don't like the idea of having to keep a close eye on my speed the whole time I'm on a motorway. I like that they're flowing and as long as you stick to a general speed you don't have to concentrate too much on how fast you're going to within 2mph.
Something I've noticed with enforced motorway limits is that people bunch up. Places like the M42 with variable limits and lots of cameras, it's often hard to change lanes because everyone is so close.
