By opt in, does that mean operator or user?
(ie do i have to do anything to opt in)

Note to self - remember this for the next time someone moans that the EU has never done anything useful ever,

Indeed. They have done a lot for mobile roaming over the past couple of years.
This is great, every week I see a story from someone who has been charge £x000 for a roaming data bill...first thing the EU has ever done for me though, haha.
