TechNet, unlike the Action Pack I think, has always been about licenses for development purposes rather than licenses you can use in a 'production' environment.
That said, I previously had a subscription and I'm glad I didn't renew in July - with 10 licenses and 10 activations, you never had to worry about running out and being careful / remembering what key's you'd used... Not so true anymore!
I'm on a 'Retail' subscription which renewed this June - looks like the O/S limit is now 5 licence keys for this programme.
I highly doubt I'll be renewing next year.

The Microsoft Action Pack offering for businesses is sort of like that but costs around £300/yr - https://partner.microsoft.com/uk/40016455. I'm not fully up to speed on the changes in the last year or so though, so that might have changed (note that they provide software for use as well as some sort of technet offering for evaluations).
