6870 - 2016GFLOPS - 151W TDP =~ 13.5GFLOPS/W

Even after accounting for other system components (and assuming they don't contribute GFLOPS) the system TDP would easily be under 300W and the GFLOPS/W over 7GFLOPS/W.

Or am I missing something?
