Thats odd Microsoft... Why would you want to add extra features to your competitors device while ignoring your own that is trying to compete with said device?
because these features have been going on in dev for a long time, and then all of a sudden another dev team changes all their APIs massively.
because once again microsoft hates microsoft!

Also, MS has many divisions within its company, none of whom appear to talk to each other.
