    don't get the point of this, why not let it be a case of rolling out to an exchange which would benefit the most users?

    that would be fair, bringing the high speed broadband to the largest group of people as quickly as possible.

    It was a cheap way to get people to register an interest in the service for when they do roll it out they can send in the salemen. The point is the areas with the most interest win, so its largely similar to what you say, plus they get peoples names.
