My money's on the electricity companies, who'll be raking it in from people who buy heavily overclocked GTX590s! I hate to think how much additional power draw the higher clocks require...
As shown in Hexus' own review there is enough headroom on the GTX590, in releasing a product with moderate frequencies is Nvidia just happy to appease their partners? As always, there will be a flurry of faster versions with more abbreviations and higher asking prices waiting to be released by partners.
MSI claims thier gtx 590 can be oc to:
Overvoltage Function of GPU
- Support overvoltage function of GPU to boost 38% performance up.
- GPU clock is overclocked from 607 MHz to 840 MHz.

Claiming and achieving is 2 different things lol, imagine 50% oc on the 590? Its not possible, enthusiast can't even oc past low 800 mhz as well. Early oc attempts burned !
FYI: Kepler and Northern Islands which are out in a quarter or two, are skippping a whole generation (32nm) of performance! And going straight for 28nm chips!
Expect high end single gpu to be as powerful but way more efficent. I would just wait if you already own something high end that is. The gtx 590 and 6990s are the end/last chips based on 40 nm size, so why would you purchase this when the new chips are around the corner which will cost less @ similar perfomance @ more efficiency?
