1700 Watts from a 1200 Watt PSU? if it can handle 1700 watts why not badge it as such?

I assume if it was badged like that it probably wouldn't have its 80+ gold certification as the efficiency at higher loads will be lower. It could also because this is a cherry picked model using best of the components?

Presumably as well that's load at the wall, so inefficiency will count for a good 10-20% of the final figure.
