You can now grab firmware 3.61 via your PS3 or download it directly to your PC and install via a USB stick :

There is also an alternative mirror, just make sure you grab the correct version for your region as its not our fault if you get the wrong one and brick your PS3 :

The official Sony site is down at the moment, guess it must be because it has been getting hammered but keep an eye on it if you cant get the firmware to download on your PS3. One of the reasons that it wont work via PS3 is if you have media server enabled, so in that case, you need to disable it under the settings and try again (this little bit of info seems hit and miss from what I have been reading but worth a shot).
If you do have to do it with a USB stick, make sure the stick is formatted to FAT32 first. Then create a directory named PS3, inside that folder create another one called UPDATE. These are case sensetive so you need to do them both in upper case. Then once you have downloaded the update to your PC, put the file in the UPDATE folder on the USB stick. From there select update system software and select media rather than online and it should do the update for you.
At this very moment in time there is no word exactly when online matchmaking is going to be back up. It has been said 1AM but we are way past that now, so I am guessing somepoint today.
You are going to be prompted to change your password when the online matchmaking goes live, either do this via the system once online is back up or via the website (it is being said that if you created your account on a different PS3 than the one you currently own you have to do it via the website). To get to the relevant website you can click the PSN trophy info in my sig (just delete my PSN name when the link opens) then sign yourself in using your details and you can change your password from there.
The list of services returning today :

Looking at the list the only thing that is really missing is the store, everything else is going to be back up by end of May at the latest though from what Sony are saying.
