This seems like a super-stupid way of spending £100M, given our current financial state.
Invest it into something useful, like education or the NHS.

I agree, it is good infrastructure to have in place to encourage economic growth particularly since most of the UKs economy is centred around services i.e. civil engineering, legal, ICT, marketing and other office based consultancy type companies. For the UK its also important because we are lagging behind other countries for broadband, makes it more difficult for us to attract large international companies to come and set up here.
Speculate to accumulate and all that.

Let the people or businesses who want super dooper fast broadband pay for it. Not sure why my tax should pay for businesses to enjoy faster internet connection.

You missed out part of my post, the bit that says "speculate to accumulate". Look at the bigger picture and the medium to long term. All sectors of the economy are conntected so if you can stimulate it in the right places you can create a lot of jobs even whole new industries. Would you prefer that your taxes pay for much needed infrastrucutre that could create a lot of new jobs and generate more income for the pot so you get better services for your taxes? or would your prefer things stay as they are even longer and that pot continues to get smaller?

Bet Plymouth wont even apply for it....
Can only hope.

But why are they investing money in areas that already have FTC?
Re: News - UK cities bid for share of £100m for higher broadband speeds
Good news. Not because i need crazy speeds, but any upgrades normally mean my trusty 10mb connection gets bumped up for free :)

At this moment in time it might seem a waste of money but we probably won't be saying it was money wasted in 5 years time.
