I think they ought to do a four partition approach:
The OS
Installed programmes
User settings
User data
You would then only really need to back up the last two, assuming you had copies of the installer files for any programmes.
It would get really clever if it could handle enlarging partitions on the fly but that's presumably too difficult.

Some sort of online application store would be good as well, if i reset my phone or tablet for instance when I log into my Google account it i can see what apps etc I have bought, and install them with a single click, something similar possibly using p2p technology would be very useful..
