Why not use an existing network like everyone else, rather than creating one that discriminates who can use it and will likely implement all sorts of censoring? Just an example of China wanting to control people who have even left the country. I see no positives from this.
If this is the case, then it would be a very good idea tbh..
Skype has taken over in this kind of area, due to it being free no matter where you're calling, and call quality being very good, but for those that aren't as tech savvy or just wish to use a normal phone, then cheaper calls to your relatives will be a very big attraction to the Chinese people living in the UK.
The virtual network is only a "last mile" thing, calls are to be routed via China Telecom's new transcontinental overland fibre cable that crosses from China to Europe also known as the new "Silk Road".
