I could be wrong, with this being a new product, but isn't it a Tocco, not a Tocca?
Its a Samsung Tocco not Tocca!
Stupid not going with Android. At the time of the original Tocco, Android was not that popular and certainly not available on a budget phone. Samsung's first mistake for a while, this will flop. HTC have the wildfire range which will be much more appealing.
I imagine it will be a lot cheaper than the Galaxy Y though...say £70 versus £120?
Think it would have to be since - as Brewster101 says - they've missed out by not basing it on Android. From what I've seen in my local phone shops folks are now starting to cotton onto the smartphone "brands" - Apple, Android and Windows. In which case I'd suggest that the TL2 is really going to be up against feature phones, since I guess it'll fail the "can it run Angry Birds?" test.
if it's cheap enough though it will still sell. £50 android handsets are dire, and with the new version of the facebook app they won't be useable either! Thus people will pay for something that can do the basic facebook thing
