i guess this is a good thing but i dont think it will help overall, Qualcomm is seen as the second worst company for Android in terms of their snapdragons, only losing to Nvidia... If they could make it easier for android rom developers i.e being Open source then it would be a massive win. I dont think cpu manufacturers have to differentiate themselves, they just need to be strong at a computing and power level, the rest is up to OEMs to include (like bluetooth modules etc)

Is this Android only? Windows Phone 8 is supposed to use Snapdragon S4's and Microsoft has a deal with them; all Win phones run on Qualcomm chips. Unless this is stuff that is already available in the WP SDK becuase you're guaranteed to be using a compatible chip?
