Sounds like he needs the extra TDP to make up for something.
Personally, and i say this having owned a GTX 480, i try to go for low-power where possible.
My CPU, GPU, and RAM are all currently undervolted and I've just gone HDD-free. All my boards 'green' options and turned on and my fans only kick in when needed too.
Next stop will be to get an LED monitor (when they hit the 120MHz/IPS mark), a 'Gold' PSU and possible some extra low-voltage RAM.

Its the heat/noise that bothers me, so if its more efficient it should have less heat. I hate the hot summer days where its hotter in my room than it is outside. I keep thinking about putting a vent in the wall and ducting it to the pc, but then the monitor isn't exactly cool either.

TDP for me, though I don't consider myself a "tree hugger" at all :). More of a tight ar*e! TDP is one factor for me to be honest, as well as quiet/silent and cooler components in an understated good looking aluminium case that ages well.

The reality is unless you're an X-TREME type that uses 3D and several displays (in which case you're probably running SLI anyway) there's little need for these gaming cards to go all out and it's more practical to make them more efficient. I certainly expect my next card to use less power than my current one.

As I sit here typing on a pretty standard 5 year old system, with a large 15" pedestal fan 2 feet away from me with a digital display still saying 31 degrees C, I'm thinking of getting the Atari STe out of the loft in the spirit of "energy efficiency" !!!

I don't mind products that kick out high power in short bursts, as long as they then can wind down the wattage when idle. Newer products seem to have better power management that way. Also means you an cut the fans off entirely when not gaming/encoding, or just watching iplayer and don't want the fan whine and wasted 'leccy.

Low power means cool and quiet, both things I like.

Since I am a SFF PC fan,lower power consumption and TDP are things I consider when buying parts as cooling is the main issue. However,for a mATX or ATX build,I personally think low idle power consumption is important as that is where most of the time a PC is at. However,I suspect most PCs won't be running at 100% load,for long periods time,so owning parts which consume more power might not be as bad as people think,although again it does depend on the parts.

My research centres on energy efficient software... so, erm, yeah I care about efficient components. I was talking about this to somebody just last night in the pub. Mobile and embedded components need to be efficient so they don't drain the battery and don't overheat. HPC systems have a power bill to consider.
If your hardware is middle of the road desktop hardware, tough luck, nobody designs stuff specifically for you any more.

How about a compromise ie, fit for purpose....
High performance when you need it, and low consumption when not in use.

The world is moving to Electronic Currency and Fiat money is dieing or almost dead. So for the world to have Digital currency we need power efficient devices

Lol ^^^ You want to use that door more often and go outside. Also I believe the french decided against building any more power stations. Shame.
As for me, it's all about being quiet and cool on idle.

The 400 series took the piss but the 500/600 series are much more acceptable. As long as you get a substantial performance bump over the previous generation of products reduced power consumption should be welcomed. Its not like the 600 or ATI's 7000 series are going to struggle any of the console port games we get these days with anyway.

maybe research how many power stations the French have? or Germany? or?
There is more than enough in the west, the problem is: the rest of the world, so for that we either make better devices, cheaper, longer lasting and most importantly, power efficient
Wind farms and solar is fast growing also.
