Not really water cooled though is it. My heatsink has heatpipes, is that water cooled too? I think not...
Agreed, it's a broad stroke to label it that way.
Having said that, seems with heavy use, manufacturers are coming to terms with requiring additional cooling - die shrinks can't come soon enough I guess, even for arm based chips?
Were many sweaty-palmed ladies crying out for this? Wonder what market research they did? Thinking 'The Apprentice' stylee (eg asking 3 random women at a bus stop - on a hot day)...

It says liquid cooled not water cooled, heat pipes generally work natural convection of a liquid. some i seem to remember used phase change as well
