My home PC runs 8 and OS X 10.8.5, I have a Chromebook and I have a retina macbook.
I think it's fair to say I'm supportive of all 3 and I'm not a fanboy.

Maybe if the price for home builders was slashed to $15 dollars then it would be more popular.
It could be easily done on a sliding scale so that if you buy components from (for example) Scan, then as your basket price rises the Windows license price reduces.
That would be a good thing, maybe they are lowering it because they are currently working on their next operating system. Many people think Windows 8 has been a bad release like Vista. I personally like some windows 8 features. though dislike the Tile UI and the lack of the old start menu. But would defiantly buy windows 8 licences for computers if the price related to the cost of the system.
I just happy I don't need a Windows PC. Microsoft is already starting to lose partners like Sony. Window 8 is a watery soup for touch screens and media consumption. Don't get me wrong, It's got some meat, you just got to fish for it. I hope Windows 9 is not one stupid approach for everything in your life. The sad thing is your not hoping they make Windows 9 better, just not not mess it up worse.
Problem being that the "self build" market represents a relatively small percentage of license sales, and as such this wouldn't create the sort of growth in sales that Microsoft are looking for. The OEM and corporate markets are where the sales lie, and that's why they're doing this.
Since Sony are no longer selling computers...
As I almost always seem to find myself saying whenever there's a new release of Windows: people hate change, whether it's in their longterm interests or not. I found that adapting to the new start screen took me a week or 2, and that there *are* a few niggles (the hiding of the image based backup tool being one) but overall I feel 8 was a significant improvement over 7.
Windows 8.1
An Intel based cheap laptop would be a no-brainer for me - it'd be either Windows or Linux. Android I think is better suited to tablets and phones, whereas I've zero interest in Chromebooks. So yes, if Microsoft can make a cheaper laptop a possibility then I'd welcome it.
But if I was in the market for a tablet, I think I'd probably plump for a longer-running ARM based device and that means Android.
